The current ICT system used to manage social care services in the CTM region, WCCIS (Welsh Community Care Information System) will no longer be secure after January 2026. The Microsoft system on which it runs is being decommissioned, resulting in the need for each local authority to move to a new system. This is also the case for any other local authority in Wales using WCCIS.
The decision on how we approach a new system is complex! It will be guided by Welsh Government, dependent on Digital Health and Care Wales (DHCW) input and is required to be compliant with a multitude of legislation and regulations placed on local authorities across Wales. The name of the Programme to manage all of this is ‘Connecting Care’
Connecting Care will have several layers to provide direction and support – National / Regional / Local.
What next for users?

- Further development work is happening in the background:
- Social care staff have been provided the opportunity to attend demos from potential suppliers and asked for their feedback, which will contribute to future decisions.
- Key specialists have been nominated by each local authority to represent them where required. As the development progresses, there will be asks for staff to be involved with forums, service process reviews for your service, and even possibly piloting of the new system in your area!
- Knowing WCCIS is ending, we would recommend that further development of the system be limited to only that which is essential to support new/revised business processes, where it is not feasible to wait for the transition to the new system for the required change to be made. There will still be background updates needed to keep the system running safe. These will all be communicated through your local channels as they are now.
